An administrative review can uphold or overturn a decision that has already been made.
Your decision letter will confirm if you can ask for the decision on your visa application to be reviewed. (It is important to check this first)
If you wish to proceed with this you must apply within 28 days of getting the decision. There is an additional fee of £80.00 payable to the Home Office for this. It can take around 6 months to get a decision on an administrative review, sometimes longer.
